Sachet water is a margin business in Ghana. The plant fills at a rate, the film costs what it costs, and the difference between a profitable operation and a struggling one is usually output per shift and how many sachets fail the seal. That is where the specification should start, not with treatment capacity in the abstract.

So the questions we ask are about the filling end first: sachets per hour, how many shifts, and who is going to maintain the sealing jaws. A treatment train sized generously in front of an underspecified filler produces clean water and no throughput.

Food and Drugs Authority requirements shape the rest, and it is far cheaper to build to them than to retrofit after an inspection. Filtration stages, UV or ozone disinfection, the finish and layout of the filling room, and a documentation trail all get looked at. We specify against that and supply the technical file with the plant, plus the spare sealing components that keep it running between service visits.
